Special meetings of the library board of trustees may be called by the President, or by written request of three members of the board. Only business stated in the call for a special meeting may be transacted at the meeting. In the case of a special meeting, notice to each board member, media, and those who have registered an interest in being informed of the Special Board meeting shall be part of minutes recorded of the meeting.
