The Board of the Garnet A. Wilson Public Library of Pike County has determined that it is at times beneficial to its financial operations to transact the financial affairs of the Library via online banking activities. The Board also determined that any and all online banking activities will be completed at the discretion of the Fiscal Officer. These online banking activities may include the payment of wages or compensation owed to the Library employees through electronic funds transfers including direct deposits, online payments to OPERS for employee an employer retirement deposits, online investment of Library excess cash, online transfers from the Library checking account into approved investment accounts, and online transfers from Library investments into the Library checking account. Other types of online banking activities include, but are not limited to, payment of payroll withholdings such as HAS accounts, city and state payroll tax withholdings, and BWC payments. On those occasions where a vendor wishes to be paid via an online payment, the Fiscal Officer will complete the online payment after the disbursement has been approved by the Director as is done in the normal course of conducting Library business.
The Fiscal Officer is hereby authorized to initiate electronic transactions, transmit electronic transactions, and record electronic transmissions.
The Fiscal Officer is responsible for reconciling all electronic transactions in the normal course of reconciling the Library bank statements. The Library bank reconcilements are to be included in the monthly financial reports presented to the Board of Trustees.
The Fiscal Officer shall comply with the provisions of the Uniform electronic Transaction Act when creating, generating, sending, communicating, receiving, storing, processing, using, and relying upon electronic records.
